By Rusty Nixon Correspondent PLYMOUTH — The Marshall County Council is hoping that it’s near the end for the new county jail. Commissioner President Tom Chamberlin brought a request for additional appropriations from the CAGIT fund before the Council on Tuesday. The amount was $250,000.
Auditor Penny Lukenbill explained that the appropriation was necessary for “soft cost” incurred during the 2008 year, and was brought on by an accounting deadline. Since the jail construction was “complete” in 2007, the county, by law, was forced to close out a construction account of bond proceeds at Lake City Bank. The account was closed in May and nearly $1.2 million left in it was transferred. Costs that have been incurred, that normally would have been paid from this account, have been paid by an appropriation of $285,000 that was made at the beginning of the year for the purpose. Such items as regular payment on computer software and landscaping and other soft cost issues will be handled by the appropriation. In addition, the cost of an additional air handler for climate control in the 911 Control Center and additional heating in the garage have become recent issues. Chamberlin stated that the project is still nearly $1.1 million under budget. The question arose on just when the line is drawn between new construction and general building maintenance. The Council voted for the additional appropriation with Council President Matt Hassell saying, “I hope this is it.”
