Fisher bids farewell to clerk’s office after 8 years of service |

By Carol Anders Staff Writer PLYMOUTH — Marshall County Clerk Janice Fisher will officially relinquish the position she has held for the last eight years on Dec. 31. Her list of accomplishments since she took office in 2000 is noteworthy. Fisher is quick to give the credit for any successes to her staff. She said, “I truly could not have done any of this without the loyal, dedicated, hard working efforts of my wonderful staff who I adore and love immensely. I am going to miss them.” She added, “They are number one.” Her efforts have led to the collections of thousands of outstanding fines and costs due to the county over several years at absolutely no charge to the county. Equally as important was her perseverance in getting thousands of dollars in annual support docket fees collected for the county using internal resources only. By helping to implement the use of credit cards for court appointed payments, she was able to make it more convenient for those paying while, at the same time, helping the county to collect fees on a more timely basis. Other endeavors included the redistricting of Councilmatic and Commis-sioner Districts and completion of job evaluations and descriptions. She was also instrumental in the success of 12 elections despite the fact that there was a total change of new statewide voter registration systems. Other voting related accomplishments included revamping of all polling sites accessible for the disabled and acquiring voting machines by applying for and receiving a federal grant for the county in the amount of $161,900. She was also helped in procuring almost $4,000 in reimbursement for expenses that the county expended for HAVA (Help America Vote Act). Fisher helped the county to tap into a system making court records public and computerizing Tax Warrants and fishing and hunting licenses. Fisher is well known throughout the state as well. She has been North District President representing 16 counties for 6 years. During those years, she was also a board member of AIC (Association of Indiana Counties). Fisher was named Outstanding Clerk for IAC in 2003. She was selected as Secretary/Treasurer of the Northern District Clerk’s Association in 2004 and was named President 2005. She sat on the HAVA committee under the Indiana Secretary of State’s Office in 2004-2005 and also worked with Indiana Governor’s Planning Council on HAVA compatibility requirements. In 2007, Fisher was part of a group of elected officials who was asked by the Governor Daniels’ Blue Ribbon Commission to offer input on the restructuring of local government. She and her husband of 34 years, Marshall County Surveyor Larry Fisher, organized and implemented Marshall County’s Prescription Discount Drug Card Program. Fisher said she is looking forward to taking some time off to attend the activities of her five grandchildren.
