Finding funds for Pioneer Drive

PLYMOUTH — While budget adoption lay in wait, the Marshall County Council had regular business to conduct and part of that was finding money to pay for the new Pioneer Drive.
The project is being built with a 80/20 match from federal funds administered by the Indiana Department of Transportation. Marshall County Highway Superintendent Neal Haeck came before the Council with several transfers of funds from his department to pay the bills. In the arrangement, the county pays for bills up front with reimbursement coming from INDOT.
The arrangement also gives Haeck the task of pushing money around to pay for the up front costs. Monday he asked the Council to approve a transfer of $155,000 from a supplies line item in the county Highway fund – bituminous and stone and gravel – to pay for the project. In addition Haeck requested another $275,000 from the same line items in the county’s Cume/Bridge fund and $4,017 from a spray services line item.
The money will be transferred to pay construction engineering costs incurred on the project with the reimbursement from the state forthcoming. The Council voted for the transfer with Ward Byers as the only dissenting vote.
The Council also approved requests from the Clerk’s office for transfers of $24,000 for continuing a project of records consolidation.
In other business;
The Council held a public hearing for the newly formed Southwest Lake Maxincuckee Conservancy District.
Taxes for the district will be for around $99,000 with $22,000 going to contractural services, $29,000 for legal service, and $27,000 for accounting services.
